Novamber, 1909, relative to the levying of a Poll Tax in
this Port upon passengers on vessels bound for American
Forts.

Since the Harbour Master's con-
-tention was that the present system involves an assumption
of control over British Ships in a British Port by Foreign
Officials, I reported the circumstances to Your Lordship
as affecting Imperial rather than Colonial interests, but
since Your Lordship considers that it is hardly worth
while making any further representations, I do not desire
to press the matter.
